Penelitian ini bertujuan untuk memahami makna dan pengalaman profesionalisme dari perspektif pegawai negeri sipil (PNS) yang bekerja di lingkungan Pemerintah Provinsi Sumatera Utara. Dengan pendekatan kualitatif dan metode fenomenologi, studi ini mengeksplorasi persepsi, nilai-nilai, serta dinamika kerja yang membentuk sikap profesional di kalangan aparatur sipil negara. Data dikumpulkan melalui wawancara mendalam dengan sejumlah informan kunci yang dipilih secara purposif berdasarkan kriteria pengalaman dan posisi strategis dalam birokrasi. Hasil penelitian menunjukkan bahwa profesionalisme dimaknai tidak hanya sebagai kepatuhan terhadap aturan dan standar kerja, tetapi juga sebagai integritas pribadi, tanggung jawab moral terhadap pelayanan publik, serta kemampuan beradaptasi dengan perubahan sistem birokrasi. Namun, studi ini juga menemukan sejumlah tantangan seperti intervensi politik, kurangnya pelatihan berkelanjutan, dan budaya kerja yang masih cenderung hierarkis. Temuan ini menekankan pentingnya reformasi birokrasi yang tidak hanya struktural, tetapi juga kultural dalam membentuk PNS yang profesional dan berorientasi pada pelayanan publik yang berkualitas
