ANALYSIS OF EMPLOYEE PERFORMANCE IMPROVEMENT STRATEGIES IN SUPPORTING PUBLIC SERVICE OPTIMIZATION AT THE GUNUNGSITOLI CITY DPRD SECRETARIAT OFFICE

This study aims to analyze strategies for improving employee performance in supporting the optimization of public services at the Gunungsitoli City DPRD Secretariat Office. The type of research used in this study is descriptive research, with a qualitative approach. Data collection methods used include observation, interviews, and documentation. Data analysis techniques used in this study are data reduction, data presentation, and drawing conclusions/verification. Improving employee performance at the Gunungsitoli City DPRD Secretariat Office plays a positive role in improving public services, being more responsive, and accountable, and supporting the DPRD's legislative duties. However, there are several obstacles such as work effectiveness and efficiency, authority and responsibility, discipline, and initiatives that are not fully optimal due to limited competencies, a lack of understanding of standard operating procedures, and uneven delegation of tasks. Performance improvement efforts such as training, technology utilization, periodic evaluations, and effective internal communication have been carried out. Motivation, discipline, and humanistic leadership factors also contribute to improving employee performance. Overall, this strategy improves administrative services, increases accountability, and responsiveness that support the DPRD's legislative function and public satisfaction.
